He was that way with Chloe the first time in high school, and he was that way with Belle. This is just another instance of Higley altering the character to fit the call of the plot. I disagree. Since Belle left with Claire Philip has shut down his emotions, he don't want to get hurt again. It's all about business now. He is just using Chloe for sex.
