The Like/Dislike buttons don't show up in the Winter theme which, naturally, is my favorite theme and the one I've used forever. Even in summer. That's weird. I use the same theme and the buttons show up for me even in IE 9, I think you mentioned you were using IE 8 though. Why are you using IE at all though?!? :P Anyone still having loading issues?
