I think the baby girls with bows are Jeannie and the slightly older girls are Stephanie. Not sure who the kid in the very back is. Shawn Douglas? It has to be a Brady. I'm at work now so I can't see the picture anymore, but I think you must be right. If I'm right about the little girls being Jeannie (and I'm pretty sure I am because the bow gives it away), then this has to be sometime in about mid-1991 or so. I don't think the girls playing Stephanie got hair until at least then (she was still pretty bald on Stephanie's first birthday).
