I like that he was brought in as a love interest and given the stability of that instead of chasing every skirt in Salem. He worked with Roman, Hope and Bo so that was good. His arch enemies are Ej and Stefano and even had the crazy Meredith mixed in. Caroline always doted on him and they expanded his family with two sisters and a brother, he was heavily involved in a new friendship with Nicole and buddies with Daniel so I wouldn't say he was isolated character wise. I felt like we were given a decent handle on the kind of man he is portraying. It would have been great to see his backstory expanded on because some interesting elements were hinted at with the way he grew up. Of course that intriguing option is still open to them.
As far as not having any idea what to do with him, I don't see that at all. They had to make a turn away from Safe so they put him in a rebound relationship. I think the plan was to not build that into something solid hence the long coma and need for extensive rehab. Jordan comes in and Rafe has a new direction as planned. It's all been good as far as I can see.
